Dialing Time Zone Compliance

smrtDialer should be time zone sensitive so that it won't dial numbers based on area codes that are outside of compliance. For example, it should not dial a number in California at 5am PST. In real estate there are a lot of out of state owners and this can create a problem and some really angry sellers.
